Response Plans
The U.S. Coast Guard regulates vessel response plans and marine
transportation-related (MTR) facilities, because of their location,
could reasonably be expected to cause "substantial harm" to the
environment by discharging oil. Payne Environmental Services is
knowledgeable of the regulations and experienced in the preparation of
response plans that accurately reflect facility operations. We would

Dock Operations Manual Preparation
In an attempt to protect the coastal environment, the U.S. Coast Guard
has established a set of regulations that require a manual be prepared
that describes the over the water transfer operations of bulk oil or
hazardous substances. This Dock Operations Manual must describe the
physical facility and its operations including equipment descriptions
and the type of materials anticipated to be transferred. This Dock
Operations Manual must be submitted and reviewed for approval prior to
the start of operations. We are knowledgeable of the regulations and
experienced in the preparation of Dock Operations Manuals that meet
