Phase I Site Assessments are used to determine whether or not a property contains possible hazardous environmental conditions that could effect the purchase, sale, development, refinancing or foreclosure of a piece of property. Since existing environmental conditions effect these aspects, Payne Environmental Services performs ASTM regulated Phase I Assessments to protect not only the property owner, but to protect future buyers from legal issues that could arise from environmental hazards, and meet the requirements of due diligence and all appropriate inquiry.
Phase II Environmental Assessments are conducted when a Phase I Site Assessment has determined that there are hazardous environmental conditions present on a property. The goal of a Phase II Environmental Assessment is to determine what contaminants are on a particular site, the exact location of the contaminants and at what levels the contaminants exist. Payne Environmental Services provides this assessment to our clientele so that these important issues can be identified and dealt with accordingly.
Phase III Services, commonly referred to as Remediation Design, is fulfilled after the completion of a Phase II Environmental Assessment. The main objective of Phase III Services are to design and implement the cleanup of hazardous waste substances that were identified in detail during the Phase II Environmental Assessment. Cleanup of the site will continue until regulatory guidelines have been achieved. Underground Storage Tank (UST) Closure Assessments - An Underground Storage Tank (UST) includes a tank and all underground piping connected to the tank that has at least 10% of its volume underground. Since underground storage tanks are generally used to store petroleum products or other hazardous materials, the potential for leakage exists. In the event that leakage does occur, these hazardous materials enter into the environment causing contamination. EPA's regulations require contaminated UST sites to be restored so that groundwater and the surrounding environment can be protected. As such, Payne Environmental Services aids our clientele with complete UST closure assessment services which includes soil and groundwater sampling, confirmation sampling, and third party documentation of the tanks removal so that EPA and state requirements can be fulfilled.
Asbestos Surveys are conducted by Payne Environmental Services' Certified Asbestos Inspectors, Management and Planners. The EPA defines Asbestos Containing Materials (ACM) as any material containing greater than one percent (>1%) asbestos. Asbestos is generally found in building materials, fireproofing materials and insulation materials. Since it has been identified as a hazardous pollutant, the National Emission Standards for Hazardous Air Pollutants (NESHAPS) has established work practices to protect the public by minimizing the release of asbestos fibers. Payne Environmental Services conducts professional Asbestos Surveys by collecting samples on-site for thorough lab analyses in a timely and cost efficient manner.
Lead Based Paint Testing has become a very valuable service. The U.S. Consumer Product Safety Commission banned lead-based paint for residential use in 1978. Since then, lead has been identified as extremely hazardous to adults, and in some cases, fatal in infants and young children. Although the use of lead-based paint was banned, there is still an abundance of residential and commercial structures containing lead-based materials. Payne Environmental Services' inspectors are technically trained and certified in lead-based paint testing to offer quality services to clientele across the Gulf Coast.
